FIRST REPORT

Your Committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such legislation and other matters as were referred to it, reports, pursuant to Rule 104, that the expenses of the Committee during the First Session of the Thirty-seventh Parliament were as follows:

With respect to its special study into international trade in agricultural and agri-food products, and short-term and long-term measures for the health of the agricultural and the agri-food industry in all regions of Canada:

In the course of the First Session of the Thirty-seventh Parliament, your Committee held 46 meetings and heard 124 witnesses. Your Committee studied two bills: C-25 and S-22.

Your Committee used its order of reference to examine international trade in agricultural and agri-food products, and short-term and long-term measures for the health of the agricultural and the agri-food industry in all regions of Canada to study Canadian, U.S. and European agriculture policy, the application of multifunctionality and the state of rural farm communities. Your Committee tabled two reports on this study entitled Looking South: U.S. Agriculture and Agri-Food Policy in the New Century and Canadian Farmers at Risk during the last session.

Your Committee used its order of reference to examine the present and future state of forestry to complete the work from the previous Parliament and tabled a final report entitled Report on Forestry.

During the session under consideration, your committee heard from seventy-one (71) witnesses, held forty-one (41) meetings and considered seven (7) Orders of Reference.

Your committee examined four (4) bills including : Bill C-6, An Act to amend the International Boundary Waters Treaty Act; Bill C-32, An Act to implement the Free Trade Agreement between the Government of Canada and the Government of the Republic of Costa Rica; Bill C-35, An Act to amend the Foreign Missions and International Organizations Act; and Bill C-50, An Act to amend certain Acts as a result of the accession of the People's Republic of China to the Agreement Establishing the World Trade Organization.

Your committee travelled on a fact-finding visit to Washington from May 14 to 16, 2001.

In all, your committee issued sixteen (16) reports in relation to its work.

That within 150 days, the Leader of the Government shall provide the Senate with a comprehensive government response to the report of the Standing Senate Committee on National Security and Defence entitled: Defence of North America: A Canadian Responsibility, tabled on August 30, 2002.

That the Standing Senate Committee on Banking, Trade and Commerce be authorized to study the public interest implications for large bank mergers on:

- Access for Canadians throughout the country to convenient and quality financial services;

- The availability of financing for individuals and businesses, particularly small and mid-sized businesses;

- The Canadian economy and the ability of Canadian business to compete internationally;

- Communities and bank employees; and

- Any other related issues;

That the Committee be empowered to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings; and

That the Committee submit its final report no later than March 31, 2003.

That Rule 86(1)(o) of the Senate be amended to read:

"The Senate Committee on Fisheries and Oceans, composed of twelve members, four of whom shall constitute a quorum, to which shall be referred, on order of the Senate, bills, messages, petitions, inquiries, papers and other matters relating to fisheries and oceans generally.''
